SAC Wireless, an independently operated Nokia company, had committed to delivering 1,700 cell tower and telecom sites in nine months — before the field workforce that would build them existed. This is construction workforce planning at industrial intensity: Trampetti built the end-to-end processes, work sequencing, quality checkpoints, and safety protocols that let the team be hired, onboarded, and deployed while delivery ran — and delivery never slipped.
Solution
The schedule existed before the workforce did
1,700 sites on a fixed deadline. The delivery commitment was made before the organization that would deliver it was built.
The workforce had to be built and deployed at the same time. Crews were recruited, onboarded, and sent to the field while production was already running.
Quality couldn't ride on experience. With a rapidly expanding team, most field hands were new — standards that depend on a handful of experienced people don't survive that growth.
Safety had to scale with headcount. Every new crew raised the exposure. Safety that lives in a toolbox talk doesn't hold at that pace — it has to live inside the work itself.

Defined the work before crews hit the field. End-to-end processes and procedures for the full 1,700-site deployment — every stage of the work had a defined playbook, a sequence, and a standard before mobilization.

Built quality control into the field workflow. Checkpoints sat inside the field process itself, so output standards held across a rapidly expanding team without relying on individual expertise.
